Business Service Unit Manager

WACO, TX

Summary: The Business Services Manager provides strategic leadership and oversight of SERCO’s employer engagement and business development initiatives across all regions. This role ensures that Business Consultants and supporting staff deliver high-quality services to employers, job seekers, and workforce partners in alignment with workforce board priorities, contractual performance standards, and labor market needs. The Manager represents SERCO at the board, community, and industry levels, ensuring that services are responsive, data-driven, and contribute to workforce development goals. 


Key Responsibilities:

Leadership & Oversight 

  • Directly supervise Business Services Unit Supervisors and Consultants. 
  • Provide guidance, training, and mentorship to ensure staff meet compliance, quality, and performance expectations. 
  • Manage workload distribution, staff scheduling, and ensure accurate and timely payroll submission for assigned staff. 
  • Serve as a point of escalation for employer relations, staff challenges, or operational concerns. 

Employer Engagement & Partnerships: 

  • Oversee development of strong relationships with employers, chambers of commerce, economic development entities, and industry associations. 
  • Drive business development strategies to expand employer participation in workforce services, customized hiring events, and training partnerships. 
  • Ensure employer consultations deliver accurate labor market insights, recruitment strategies, and Workforce Solutions service offerings. 
  • Represent SERCO at high-level meetings with workforce boards, regional stakeholders, and employer roundtables. 


Recruitment & Talent Alignment: 

  • Oversee employer job orders, candidate sourcing strategies, and placement outcomes to ensure alignment with employer demand and sector priorities. 
  • Ensure the use of effective pipelines, including WorkInTexas, LinkedIn, sector partnerships, and higher education institutions. 
  • Evaluate recruiter performance, candidate quality, and overall recruitment effectiveness across all levels (entry, mid, senior). 


Strategic Planning & Performance Management: 

  • Align business services activities with workforce board strategies, targeted industry initiatives, and regional economic development plans. 
  • Monitor and report on unit-wide performance, outcomes, and compliance with contractual benchmarks. 
  • Develop and implement continuous improvement strategies, corrective action plans, and innovative approaches to strengthen employer services. 
  • Collaborate with Quality Assurance and Compliance teams during monitoring reviews and respond to findings. 


Community & External Representation: 

  • Represent SERCO’s business services at workforce board meetings, industry forums, and community events. 
  • Promote workforce system services, including on-the-job training, layoff aversion, grant programs, and employer tax incentives. 
  • Build visibility and credibility for SERCO through consistent outreach, presentations, and participation in community initiatives. 

Minimum Qualifications: 

Education: 

Bachelor’s degree in Business Administration, Human Resources, Workforce Development, or related field required. 

Master’s degree preferred. 

Experience: 

  • Minimum 7 years of progressive experience in workforce development, employer engagement, or business development. 
  • At least 3–5 years in a supervisory or management capacity, overseeing multi-level teams and employer engagement functions. 
  • Demonstrated experience building employer partnerships, leading recruitment strategies, and aligning services with labor market needs. 

Skills & Abilities: 

  • Strong leadership, coaching, and staff development skills. 
  • Advanced knowledge of local labor markets, industry trends, and workforce programs. 
  • Excellent communication, negotiation, and relationship-building abilities. 
  • Proficiency with workforce systems (e.g., WorkInTexas), data reporting, and Microsoft Office Suite. 
  • Strong organizational skills with the ability to manage multiple priorities and deadlines. 


DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to properly interview and screen clients for services.
  • Ability to read and interpret eligibility requirements.
  • Ability to properly administer and score assessment instruments.
  • Ability to prepare reports.
  • Skills in establishing rapport with participants.
  • Knowledge of assessment tools used in workforce center applications.
  • Knowledge of and ability to use a personal computer.
  • Excellent communication skills.  Bilingual (English/Spanish) preferred, but not required.
  • Proven experience in workforce development, career counseling, job placement, or a related area.
  • Strong interpersonal skills with the ability to connect and build rapport with diverse individuals.
  • Excellent communication skills, both written and verbal, to convey information effectively.
  •  Knowledge of labor market trends, job search strategies, and employment resources.
  • Organizational skills to manage participant records, documentation, and reporting.
  •  Empathy, patience, and a passion for helping individuals achieve their career goals

SPECIAL REQUIREMENTS:

  • Must possess a valid Texas Driver’s License and provide automobile liability insurance as required by the State of Texas.
  • Must have access to reliable transportation in order to make required home visits and travel within the service area.

  • PHYSICAL DEMANDS: While performing job duties, the employee is occasionally required to stand, walk, and sit for long periods. Employee must be able to drive for extended periods. Employees must occasionally lift and /or move up to 25 pounds, and must be able to set up the display area.
  • WORK ENVIRONMENT: Fast-paced, physically and mentally demanding, with constant communication.
